Alliance of Chin Refugees (ACR)

The Alliance of Chin Refugees (ACR) was established on 5th May 2005 in Kuala Lumpur, in collaboration with local communities, foreign nationals, and refugee communities, and in close coordination with the United Nations High Commissioner for Refugees (UNHCR).

ACR provides welfare, education, and other humanitarian support services to refugees and asylum seekers in Malaysia, particularly individuals from the Chin ethnic community from Myanmar, in coordination with UNHCR.

Purpose of the ACR Identification Card

The purpose of the ACR Identification Card is to promote community safety, identification, and organisational accountability. In circumstances where an individual has no form of identification and is not known within the local community, this may raise safety and security concerns for the local environment. To address this, ACR issues this identification card to ensure that individuals under its care are known, identifiable, and accountable through a recognised community organisation. The card confirms that the holder has been preliminarily assessed and identified by ACR, confirmed as a refugee or asylum seeker by the Chin community, and referred to UNHCR for further assessment and official registration as a refugee. During this period, ACR assumes responsibility and oversight for the cardholder. This process enables relevant authorities and stakeholders to understand who the individual is, which community they belong to, and which organisation is accountable for them.

Eligibility and Ethnicity Limitation

The ACR Identification Card is issued exclusively to individuals of Chin ethnicity from Myanmar. It is strictly limited to members of the Chin ethnic community and does not apply to other ethnic groups.

Temporary Nature and Legal Status

This card is temporary in nature and is issued while the holder is awaiting official registration with UNHCR, a process which may take a prolonged period of time. The ACR Identification Card does not replace or equate to a UNHCR card and does not confer any legal immigration status, rights, or privileges under Malaysian law. It is issued solely for community identification, safety, and accountability purposes
